It's too small of a picture to say for sure, but I suspect a redial because the finishes from that era don't hold up so well and the SWISS MADE is usually below the minute/second track. Is the accent over the E in GENÈVE? Does it face the right way? These are also clues.
Yes, it could - but a lot of calibers had their second hands (and all the accompanying parts) removed in the interest of making the watch thinner. Can't tell you for sure if the 9-90 was one of those since I'm not that well versed in Patek.
