It's missing the 'pillow' that the watch was on. If it is silver, that box was used in the 40's I think. There's a similar stainless steel one from the 60's and 70's.

Probably one of many, dealers tend to put watches in whatever box they feel like putting it in, if its from the 1940s, any 1940s era Omega would probably fit, hell my Rolex Submariner from 1979 came in a box for a 1980 Rolex Day-Date complete with hangtag and chronometer certificate.
I have a box exactly like that, also without the innards.
It would have had a small sideways stand inside, similar to the Speemaster shown above. Given the medium size of the box, it likely held something like a Seamaster DeVille when new.
