Hi Dave, welcome to the forum.
I'm not going to have good news for you I'm afraid-that is no Heuer. Parts that claim to be 'Heuer' have been forged sadly. I can be more specific about certain elements if you wish, but hopefully you are covered under Ebay/Paypal buyer protection to have it returned.
Best of luck!
Steve

That's a Valjoux 7733 movement, which was used in some 70s Heuers, but also in a lot of other watches as well. Agree that this one is a forgery.

Have you seen the base-plate marking imagwai? ;-)

Oh, sorry, it's a 7734. Which is the same as the 7733 only with the date function. I didn't see a date feature on the dial! 😀

For starters, it's pretty obvious that the "Heuer" engraving inside the cashback is not original. The one on the movement looks dubious also. The case, dial and hands don't look like any Heuer watch I've seen before either.

Hi Dave-good luck with the refund-it is the right way forward. Everything my learned colleague has said is correct. The case/caseback, dial, hands, pushers, crown, movement or anything else I've missed is not Heuer. The movement is stamped (Valjoux) 7734, which as per Imagwai, should have a date feature.....yet it doesn't! The signed 'bridge' on the movement follows a typical forged style, it should have looked like this-

Hopefully you won't have any problems getting a refund and returning the atrocity. If you have a hankering for any other Heuer, feel free to post it for someone to take a look at BEFORE you part with your money! 😀
Best.

Unfortunately very true all of the above though.
