Help-need help with unexpected chronograph purchase!

I am usually a vintage Omega guy-but on impulse put a bid and unexpectedly won this "Universal" chronograph...I know nothing about this watch! Can anybody ID it?
The seller is certainly of very high regard; but doesn't post too much about it...Is this a Universal "Geneve" or an imposter? Shaky dial printing + jewel count on the dial + movement and movement inscription like nothing I have ever seen in a Universal + model or case number also unlike anything I have seen = one highly dubious watch.
