If so, you can sue him in this country and once you have your judgement (he will not defend proceedings here) you can get what is known as a European Enforcement Order which allows you to give the Order to the Romanian equivalent of Bailiffs/Sheriff Officers to enforce/extract the money.
You may just be throwing good money after bad but it is possible - I guess it depends on how much you have transferred to him.
