I think that is the time of the second zone ( the digital time)
Change the zone and you will see it

When I change the time zone by -2 hours the red hand went back 5 minutes. No logic?

if you see the number tha are in every 5 minutes, it is the hour of the second time

5 minutes on the red hand would take you from 18.25 to 16.25. Sounds like a 2hr jump

It’s confusing as I changed the time zone +3 and the red hand moved forward 7.5 minuets? Check out the photos

Because 1h more in second time is 2,5 minutes more in red hand.

Do you need to use the red hand? Maybe best to ignore it if you don't get on with the gmt face.

@DestructoDad: the index for the red tipped hand is not the minutes. It is the outer ring from 1 to 24 hours. So, it did not move 7,5 minutes, it moved 3 hours. Which is correct for a +3 hours change.
