Antique watch tool guess

Just got my hands on this, and wanted to see if someone can guess what this tool was used for. I added the timing machine in the back ground for a size reference.

I'd say that it's a dial printing press.
A soft rubber stamp is fitted to the bottom of the plunger and the cliché is on the platform to the left.
